      AN Alternatives to Prison model will be trialled in East Arnhem and Alice Springs as part of an $8.8 million investment aimed at reducing “staggering” rates of Aboriginal incarceration.

      The NT Government has announced that $5.5 million will be put towards the model over the next three years, with the remaining $3.3 million going towards supporting the Aboriginal Justice Unit in developing and monitoring the Territory’s first Aboriginal Justice Agreement.

      “The rates of indigenous incarceration and recidivism in the NT are staggering and have to be addressed,” said Attorney-General Natasha Fyles.

      “The project aims to reduce the rates of indigenous incarceration and recidivism by supporting at risk Aboriginal Territorians.”

      Ms Fyles said the project would look at facilities that helped “clients” find jobs and housing, rather than incarcerating them.

      No secret why there is so many in Gaol?Cavemen people!So, keen to find jobs for them? What'll be done to discipline them for:-Laziness,corruption,tardiness?
      Too many businesses get government subsidy sweet money for employing them and contracts for taking some of these boongs with bad ethics!

      A dangerous sex offender with a long history of violent rapes and assaults on women and children is currently at large after ripping off his ankle monitor.

      It's been more than 24 hours since police were able to pinpoint the exact location of Patrick Lennard Narrier, 45, last seen on Tuesday night in Forrestfield near Perth.

      Narrier was released from jail in November 2017 subject to 50 conditions - despite being considered a serious danger to the community and having repeatedly breached supervision orders in the past.



      It is understood that he has now cut off his ankle bracelet.

      Narrier's history of violent offending dates back to 1993, including sexually assaulting a woman when he was a teenager and shortly thereafter attacking a 12-year-old girl he had abducted from her home at knifepoint.

      ALICE Springs residents out enjoying the Banff Mountain Film Festival had their night ruined after four youths allegedly damaged and vandalised 39 vehicles.

      Four youths between the ages of 12 and 15 are believed to be responsible for smashing windows and spray painting derogatory words and symbols on the vehicles, parked at the Araluen Arts Centre.

      Police were conducting patrols targeting youth crime when they allege they saw a youth damaging a vehicle at 9.30pm Thursday night.

      Duty Superintendent Shaun Gill said the officers discovered that there were four youths allegedly involved in the vandalism.

      The film night was cancelled due to the large number of vehicles damaged.


      Duty Supt Gill said police had spoken to 20 people who had their vehicles affected and were still looking to talk to another 19 people.


      Look at the age of kids involved and where it happened.Got the Hallmarks of Abos written all over it!

      It was six o'clock at night in Doomadgee and a woman had just been stabbed in the face.

      A few streets away, a teenage boy had threatened self-harm.

      Extra police officers were called in for a busy night shift, with a fresh shipment of alcohol the main suspect.

      A bottle of spirits, like rum, can fetch at least $200 on the black market in the small Aboriginal shire.

      Doomadgee, on the Gulf of Carpentaria, is one of 15 Indigenous communities across Queensland where alcohol is either restricted or completely banned under Government-imposed alcohol management plans (AMPs).

      Sly grogging, as it is known, has spiked in communities like Doomadgee.

      I was on patrol with police in the back of their troop carrier as they looked for illegal alcohol.

      "How much would a bag of goon go for here?" I asked Sergeant Marty Halls.
      As we turned down another street families sat around pit fires dug into the red dirt, with smoke drifting through the already dusty night.

      Children continued to run wild, toddlers waving, and teenagers were bouncing tennis balls on the bitumen.

      It was nearly nine o'clock, but for those children there was no bedtime.

      Then we spotted a familiar and unmistakable sight. The silver balloon of a goon bladder on the road: evidence that cask wine had been smuggled into the community.

      Sergeant Halls was worried the banned alcohol would lead to more violence that night.


      "The hardest thing is actually catching people with it, because they know it's prohibited [so] they'll drink it in excess and often very quickly," he said.

      "As soon as they've got it they just want to drink it so they're not caught with it, [and] their intoxication level just spikes very, very quickly."
      Independent research has found more than half of the state's Indigenous adult population has a criminal charge relating to AMPs.

      Doomadgee's acting Mayor Jason Ned was born in the town and has spent nearly half of his life controlled by the policy.

      His eyes hardened as he claimed the explosion in illegal booze was fuelled by the alcohol bans, which started in 2002.

      "It's hurting us at the moment, big time," he said.


      "Sly grog is really upsetting our people, really damaging us.

      "They're getting drunk and that might turn into a brawl and it just goes from there — we're just going backwards."
      The AMPs were intended to address high rates of alcoholism, domestic violence and alcohol-fuelled harm in Queensland's remote Indigenous communities.

      But people now go to extreme lengths to get hold of it, including hiding it in car panels and stashing cartons of booze on the outskirts of the town where the restriction boundary starts.

      Many residents, including Cr Ned, were sceptical the policy had achieved its aims.

      "To me it's not working," he said.

      "The only thing that's working is condemning our people, getting our people into trouble."

      'Prohibition has never worked anywhere in the world'

      The unintended consequences of the AMPs does not stop with sly grogging.

      On the nearby community of Mornington Island, a toxic home brew — characterised by its high ethanol content — has ripped through households.
      The home brew that's getting brewed at the moment [has such high] levels of toxicity that it's actually poisoning people, it's causing organ failure," Mr Mills said.

      "It's reputedly instantly addictive [with] very high alcohol content [and] no sugar content.

      "You've got two or three generations on Mornington Island, whose only type of alcohol they know about is home brew."

      DEFIANT young thieves flipped the bird at a CCTV camera before breaking into a home and making off with about $5000 worth of stolen items in Palmerston.

      Angry resident Meggsie Allan said her mother’s home on Chung Wah Tce was broken into by four teenage boys about 8.15pm on Sunday.

      “The CCTV camera out the back caught them and when they saw it one of the little sh-ts actually got a stick and tried bashing it in,” she said.

      “They took money, jewellery, alcohol and handbags.

      “The kids covered their faces and used stockings to cover their fingerprints – they know exactly what they’re doing.

      “A police officer told me break-ins had doubled in Palmerston over the holidays.

      “It’s becoming an epidemic.”

      Another group of six youths, aged 12 to 17, were arrested for stealing a car and multiple break-ins on Monday night

      Police allege four boys and two girls stole a Mazda2 Hatchback in Nightcliff before breaking into two businesses in Winnellie and one in Woolner.

      Police located the car on Tuesday travelling on Roystonea Ave and Tiger Brennan Drive.

      The youths tried to evade police but were pursued and stopped in Vigilant Lane, a dead-end street in Hidden Valley.

      Even though they have most of their faces covered you can tell they are Abos. Being an infested area with them too! Their folks can’t look After them , then the “Do-gooders” wonder why the corrections system is full with them?

      TWO teenagers who allegedly led police on a high speed chase in a stolen car have appeared in the Youth Justice Court where their identities were immediately made the subject of gag orders.

      The older of the duo, 17, was out on bail on three other files of charges and was remanded in custody while the younger teen, 16, was granted bail to live at a Ludmilla address with his girlfriend, the same house he was living in at the time of the alleged offending.

      The court heard on Monday that the younger teen, who is subject to a bail curfew but who has no criminal record, was barely attending school.

      His lawyers plan to refer him to diversion.

      The NT News unsuccessfully opposed the gag order on the older teen, arguing the interest of the victims and the community was best served by the serial offender’s identity being publicly known

      Ms Fong Lim flagged concerns about a rehabilitation program the older teen’s lawyers had plans for him to attend, where the organiser is an Aboriginal sovereignty activist who does not recognise the jurisdiction of the Australian court system over Aboriginal people.

      Ms Fong Lim described the alleged offending as “very serious”.

      She said it was “very important” the younger teen comply with his bail condition.

      So if you are a part of the Abo sovereignty movement,perhaps you are entitled to a “free for all”?

      An Australian actor who crashed his car and then bit off part of the ear of a "good Samaritan" was using alcohol and a "cocktail of drugs" before the assault, South Australia's District Court has heard

      Bruce Roland Carter, 36, pleaded guilty in May this year to one count of causing serious harm with intent and one count of aggravated assault.

      Carter admitted to attacking his victim who had stopped to help him after he crashed his car at Murray Bridge, east of Adelaide, on September 14.

      The District Court heard Carter chased his victim down, assaulted him and bit off parts of his ear.

      It heard the victim's injuries were so bad that a section of his ear was later found at the crime scene, while a remaining section had to be amputated.

      "The offender viciously assaulted a good Samaritan who came to his aid," prosecutor Jacqueline Fong told the court.

      "Your Honour has heard the devastating impact, including when his [the victim's] mother saw him with one ear dangling from his face

      The court previously heard Carter was doing burn-outs when he crashed the car.

      Carter most recently appeared in the Foxtel miniseries Picnic at Hanging Rock as 'Tracker Joe'.

      He also featured in the 2017 Netflix movie Cargo, the 2015 feature film Last Cab to Darwin and was in six episodes of the ABC show Black Comedy.

      Ms Fong told the court Carter's offending followed an "escalating" and "violent" criminal history, and only an immediate term of imprisonment was appropriate.

      Judge Simon Stretton said Carter's behaviour was "very reminiscent of methamphetamine [use]".

      "This is a telling example of the carnage that this drug wreaks in our society," he said.

      "The victim lost teeth, lost an ear… and is still suffering… [and] it's also wrecked Mr Carter's life, because now he is in prison."

      Ms Fong asked the court to impose an immediate prison term.

      The court heard Carter had spent most of his life as an actor before the Murray Bridge assault, appearing in films and television shows.

      "He has a fabulous work history — he's been an actor for most his life," defence lawyer Mike Norman told the court.

      "His remorse is very, very real [and] he's been of perfect behaviour while in custody.

      "He is passionate about his people… and I have no doubt that in 20 years' time he will be a leader of his people
